ACT to End Violence against Women and Girls: Shared advocacy agenda: Key messages on digital violence against women and girls

Digital technologies are reshaping how people communicate and participate in public life, but they are also being used to perpetrate and amplify violence against women and girls. Online harassment, image-based abuse, gendered disinformation, and AI-generated deepfakes are increasingly common, often spilling into offline threats and harm. These trends are silencing women’s voices, restricting civic participation, and undermining progress towards gender equality.

This document brings together core messages and priorities from feminist movements and partners working to end digital violence. Developed under the ACT to End Violence against Women programme, the document highlights the scale and impact of digital violence and underscores its links to broader patterns of gender-based violence, shrinking civic space, and growing attacks on women’s rights defenders, journalists, and activists.
