TRANSFORM – The magazine for gender-responsive evaluation – Issue 32, June 2026

This issue of TRANSFORM presents the findings of the corporate evaluation of UN Women’s support to intergovernmental processes from 2022 to 2025. The evaluation examined how UN Women has contributed to advancing global and regional commitments on gender equality and the empowerment of women and girls through its engagement in 29 intergovernmental processes, including the Commission on the Status of Women, the High-level Political Forum, the Human Rights Council, climate negotiations, and regional forums.

Conducted by the Independent Evaluation Service, the evaluation assessed the relevance, effectiveness, organizational coherence, and sustainability of UN Women’s support across global, regional, and country levels. Drawing on a mixed-methods approach, the evaluation analyzed more than 100 documents, conducted 73 stakeholder interviews, reviewed seven case studies, and collected evidence through surveys and direct observation of key intergovernmental processes.

The evaluation found that UN Women’s technical expertise, evidence-based support, and convening role are highly valued by Member States and partners. UN Women was recognized as a trusted broker that helps strengthen collaboration, facilitate dialogue, and advance gender-responsive norms and standards in increasingly complex and polarized multilateral environments. At the same time, the evaluation identified opportunities to strengthen internal coordination, partnership approaches, results reporting, and resource sustainability. The publication highlights key findings, lessons learned, promising practices, and forward-looking recommendations to enhance the coherence and impact of UN Women’s intergovernmental engagement. It also presents management’s response and outlines pathways for strengthening support to intergovernmental processes during the implementation of the UN Women Strategic Plan 2026–2029.
