Normative advances on technology-facilitated violence against women and girls

Technology-facilitated violence against women and girls (TF VAWG) is a persistent and evolving phenomenon, and violence against women and girls is increasingly experienced across the online and offline continuum, with perpetrators using a range of digital tools and platforms to inflict gender-based harm, abuse, control, harassment, and violence.

2024 was a landmark year for the establishment of global norms on TF VAWG, with the achievement of several instruments responding to the priorities raised at the 67th session of the Commission on the Status of Women on “Innovation and technological change, and education in the digital age for achieving gender equality and the empowerment of all women and girls”. The session provided an opportunity to strengthen the integration of a gender perspective in the global normative frameworks on technology and innovation.

This report provides an overview of key normative advances on TF VAWG at global and regional levels, highlighting ongoing gaps and challenges, and examples of promising practices of translating commitments into action.
