2024 IASC Gender Accountability Framework report

This annual report is the monitoring mechanism of the “IASC policy on gender equality and the empowerment of women and girls in humanitarian action” endorsed in 2024. It provides a snapshot and baseline of where the structures and representation of the Inter-Agency Standing Committee (IASC) were at with regard to fulfilling the commitments, standards, and roles and responsibilities set out in the policy. The report is intended to show progress in the implementation of the policy and to provide guidance and recommendations for improvement.

Developed through a localized, country-led process steered by Gender in Humanitarian Action (GiHA) Working Groups, this monitoring cycle engaged 22 reporting countries, with 485 individuals from 201 organizations contributing their inputs and analysis. In addition, a number of global-level indicators were collected and reviewed by dedicated members of the IASC Gender Reference Group.

The report provides a consolidated global and country-by-country overview of results from the IASC Gender Accountability Framework monitoring mechanism, offering a system-wide temperature check on implementation of the 2024 IASC gender policy. It includes a global dashboard and detailed country snapshots (in annex) presenting indicator findings, as well as analysis on successes, ongoing gaps and challenges, and context-specific recommendations. These recommendations are intended to facilitate collective action between humanitarian country teams, clusters, and the GiHA Working Groups. They aim to ensure that all groups remain accountable for fully integrating gender considerations into humanitarian planning, prioritizing needs, making funding decisions, and supporting crisis-affected women in leadership roles.
