
Enhancing gender-responsive nationally determined contributions: Insights from the Gender Equality and Climate Policy Scorecard
Launching in November 2025, the Gender Equality and Climate Policy Scorecard is a global monitoring tool designed to assess how effectively national climate policies address gender inequalities. It evaluates countries’ climate commitments across five key gender dimensions and the extent to which gender is mainstreamed throughout climate policy design and implementation. It also assesses whether countries acknowledge the differentiated impacts of climate change on women and girls, recognize their vital contributions to climate action, and track policy measures aimed at addressing gender inequalities.
This guide—developed by UN Women, the International Union for Conservation of Nature (IUCN), and the Kaschak Institute at Binghamton University—offers practical insights into the scorecard’s innovative monitoring framework, including guiding questions and examples from current nationally determined contributions (NDCs). It aims to support policymakers in including more ambitious and comprehensive gender commitments in the 2025 update of their NDCs.
